Metcalfe’s Complaint Nails Former PA Game Commissioner on Ethics Violation
From PennLive: The State Ethics Commission has fined a former Pennsylvania Game Commission official $75,000 for violations of the state's conflict of interest law. William Capouillez, director of the commission's Bureau of Wildlife Habitat Management from 2006 through May 2015, has agreed to pay the fine in exchange for no further action.
The order results from findings that Capouillez, of McVeytown, Mifflin County, was negotiating gas drilling leases for private landowners around the state at the same time he was overseeing leases with the same drillers for publicly-owned state gamelands.
The ethics case concluded this summer was initiated on a complaint made by Rep. Daryl Metcalfe, R-Butler County, after an August 2013 report by The Philadelphia Inquirer on Capouillez's dual hats.
